Horn Rapids could become home to a new complex of four baseball fields by the summer of 2008.

The Richland Babe Ruth Baseball Association is the beneficiary of a $1 million proposal unveiled Monday in the state budget proposed in the House of Representatives. The money would be used to build a 15- to 20-acre complex, including lighted fields with restrooms, parking and concessions, and a challenger field with artificial turf for children with disabilities, said board member Richard Garrett.

If the proposal survives the Senate, the fields would open for the 2008 season, he said.

The fields would be part of a 50-acre city park on land set aside at the Horn Rapids Business Park, said Phil Pinard, planning and capital projects manager for the city Parks and Recreation Department. But the city isn’t paying any of the construction costs, he added.

Instead, the association went to the Legislature with a $2.5 million request. Rep. Larry Haler, R-Richland, who sits on the House Appropriations Committee, was able to get $1 million into the House proposal, and the group hopes to raise the rest locally…[more]
