The Richland Community Center is host to the Administrative Division of City Council, as well as having departments for Park Planning, Capital Projects and Recreation. It was anticipated with the planning of the Richland Community Center that it would function to deliver recreational services across the age groups of the community. In May of 1999 residential votes supported its construction, and a $3.9 million bond issue was approved.
